PVR for laptops? Anyone know the naswer....

My roomate has a 1.1 usb laptop and most tuner we see are 2.0.
Is 2.0 backwards compatible for TV tuners?
What effect does the slower 1.1 have on a TV tuner?


What about PCMCIA cards that may be are other option.
