Puzzling motherboard problem

I have an Epox 8rga+ that I bought for a friend. When I put everything together it worked like a charm. Then I turned off the power bar and it all fell apart. The computer wouldn't power on. I suspected the power supply as the problem (it is a cheap generic that was tossed around in shipping) so I checked all the cables and flicked the power supply switch on and off. Eventually it worked! and it would continue to work as long as I didn't mess witht he power supply or the surge protector, but as soon as I switched off the power supply it wouldn't work. Mind you this is wihle the LAN light and mouse light were functioning when given power by the power supply. I got a new power supply and it wouldn't even power up the lights! So I used the old cheap one and tried to figure out if the switch was shorted by using a screw driver...... but to no avail... it was still random operation. what is it!!!! BIOS? how do I fix it..... and what is the explanation about power supply pickiness!? :confused:

Deep red alert. Power supplies that don't fire up reliably are suspect - and suspect power supplies are a source for manier toasted equipment lateron.

While people tend to attach the "cheap PSUs are problematic" thing to ECS mainboards, it is actually not advisable with ANY mainboard to use those things.
