Puzzling ceiling fan issue

Just moved into our new house and I noticed something weird on one of the ceiling fans. If you flip the direction switch, the lights turn off and won't work when it's on the downdraft setting. It looks like all the wires are connected right. I've never seen anything like it before. Anybody else run into this??
