Putting My Computer on Standby

I recently bought a whisper quiet Enermax PSU. Unfortunately it's not
as quiet as I had hoped. I would like to put my computer on Standy, but I can't for the life of me figure it out (and I have a BS in EECS!)

I have a Soyo K7VIA motherboard. It has two standby options, s1(pos) and s3(str). The second one is silent, it suspends to ram. But it essentially turns the computer off, so It's not that useful. The first kind of suspend pushes the monitor into DPMS mode, but does not run down any of the fans or the power supply. So basically it sounds as though nothing has happened.

I'm just running Win98SE. What gives? Does anyone know what I should do.
I am confused by the terminology. My BIOS talks about ACPI and APM separately.
Any help would be much appreciated.
