So far each app is free that I have tried.

I would like to buy some, but if there were to be a hardware failure, or if I lost it, am I guarantee to be able to redownload them?

The reason I ask is that friends said apple has pulled apps off the store for some reason of another and they could not get them back.

Log in to your apple account with the new or replacement device and hit "already purchased" and they'll be there.

Also, it seems that apps that were pulled are still available through the purchased history option. I have a couple of apps that were pulled for various reasons. You can't search for them through the App Store, but I can de download them through the previously purchased apps.

iOS apps are tied to your account, not a device. You can use them with any iDevice tied to that account. In other words, if you're iPad dies and you get a new one, you're apps migrate over quite easily. If you regularly sync to your computer, iTunes will even migrate all the data associated with those apps to the new device.

I never sync to a computer but I back up to iCloud, and when I recover it on a new device, it automatically installs the apps I had installed during my last backup.

IIRC, how it used to be was that you had to search for the app again in the App Store, and then download it that way. You wouldn't be double charged, but it was kludgy all the same. The new way is that they just give you a list, which is much more convenient.
