So I have a schematic on a PFM circuit and was wondering what it would do if I connect it to the input of a two way radio? Would the voice be in the form of some kind of tone without the decoder or would an eavesdropper still hear intelligible audio?
 
To answer in a general sense, you could look at a PFM as an encoding circuit. It "encodes" the data into a series of pulses at varying frequencies. So, without the decoder on the other end, a human wouldn't be able to tell what the original data was.
