Pulled-over accidents

I was watching some youtube police videos and a lot of them featured cars driving into police cars and the civilian cars they had pulled over. Why they hell does that happen so much? What is the cause?

You'd think all those bright flashing lights would make someone see it.

why does it happen? people do not pay attention. they do not see the car and boom.

people target fixate on the side of the road....thats where their car ends up going

Because some morons just had to look and sometimes their hands follow their eyes.
