Publishing software to make HS reunion scrapbook / photo album?

My friend needs to create a scrap book / photo album for a 50th high school reunion.

What's some publishing software with good templates / customization he could purchase? Up to about $100 budget. QuarkXPress is out of the question

If you don't want to spend $700 on Quark or InDesign, you're going to end up doing it in Word or paying someone else to do it.

Really, there are no consumer grade products to do this?

I forget the names of the programs, but there are a few open source desktop publishing programs out there... Try a google search and PM me if you can't find anything. They weren't great, but you're not going to get much without Quark or Adobe software.
