PSU's 12v @ 11.71

I just built a comp and im checking out smartguardian and its reporting the 12v running at 11.71-11.77. is this normal?

Oh yea...psu is an Antec smartpower II 550w.
 
How are you measuring it? If it's with software, ignore it. If it's with a DMM, then while it's a tad low, it's still ok
