PSU ?

my -12V Voltage is showing -9.07V ... should I be concerned ??? ..... I was told that it powers legacy parts like ISA slot and is even absent from new PSU's .... got an enermax 460W PSU

I getting quality PC 3200 ram and am planning to OC to 3200+ level ....will it hold me back ???
