PSU Sucks or just one defective?

Bought one of these for a tertiary rig (old Pentium D 820 and GTX 7900.)

11v on the 12v rail, and louder than sin, just booted into the BIOS and watching the hardware monitor.

Is this PSU and/or manufacturer one to avoid, or would a replacement unit of the same model probably resolve the issues?

Apevia is one of the "to avoid" PSU mfg'ers, IMHO.

But that doesn't preclude that you got a "bad" one.

The chances of getting a "bad PSU" seem to increase, with the lower-quality of the mfg.

Yup. I can't remember them releasing a unit that did well in a review. Jonny Guru, HardOCP, etc always dinged them pretty badly. Out of spec, unable to provide stated power, build issues, etc.

I've seen several people go with Corsair SF450 units, but they ain't cheap ($90). You will pay for good quality units due to their size, unless you go with "questionable" units like Apevia.

FSP makes good units, and it's a little better in price ($60):
