PSU stupidity

So I got a modular Hiper psu the other day.

The mobo hasn't arrived yet, but I'm getting other stuff set up. So I plugged in one of the case fans. Switched everything on... Nothing. These are the tricool 120mm that come with the P180B case. Am I missing something? I tried switching the speeds on the fans, double checked all the connections etc. Any ideas? Is the PSU expecting some draw from the mobo before it starts "delivering?"
 
When you plug the power button in to the motherboard and press the button, it shorts two pins on the PSU. Without the motherboard, you're going to have to manually short the pins yourself using a paperclip or something like that.

I wouldn't worry about it, just wait for the motherboard.

If you really want to turn the PSU on, I believe you need to short pins 13 and 14. Look up an ATX pin-out to be sure.
 
Short the only green wire on the ATX connector to any of the black wires.

Some PSUs do require a draw, but the fans ought to be enough I think.
