PSU Recommendation?

I'm doing a budget rebuilding with a C2Duo E6300 and I want to keep my case clean with a modular PSU.

Whats is your take on modular PSU? Are they really significantly less efficient?

Any recommendations for something in the $40-$65 range? Quiet is always good.
