Why is it that a 300w ps usually only outputs ~130-165w sustained?

Why the heck is it rated 300 watts?????
 
Perhaps peak versus RMS power (higher numbers sound better)

same way with amplifiers in stores...100 watt amp is usually NOT pumping out 100 watts sustained
 
well, it sure makes it difficult to make a decision if I have to look up sometimes hidden sustained power ratings... grr:|
