PSU problems

What does the +3.3V rails supply power too? what ever it does, my voltage monitor catches it dropping out of its 10% threshold allowance.

mostly the mobo though the sata connectors also. any orange wire is 3.3v.

keep in mind, you should be checking with a dmm, not software. and like lenjack said tolerance is ± 5%
 
Like rise4310 said, mostly the mobo. AFAIK, SATA drives don't use 3.3v even though they have the wires for it. That's why you can use an adapter off a molex.

also like rise4310 said, don't trust software or BIOS. If you have a question, check it with a digital multi-meter
