Looking for a budget Psu with 400 watt or more with at least 18 amps on the +12v rail so
i can run a higher end video card.

Heh, recomending a good PSU with a low rating rather than a crappy one with a higher rating and then linking to a 480W TPII 😀

The fortron 450W for $50 is very good value and well built.

If you have a larger budget the Seasonic s12 430 or the enermax liberty 400W are both excellent. Other good brands do exist; silverstone, OCZ, PCP&C come to mind, but those three i listed earlier are my current favourites.
 
I should of made it clear that not even a great 400W PSU will be able to handle a new high end video card 😀 I was trying to say that if you want a budget PSU, you need to up the watts by at least 100W, then it isn't a budget PSU anymore 🙂
