PSU on its way out?

My co-worker has a Gateway (yuck) desktop that has recently developed a problem ? the system will give a short beep, and then just shut off. I told her the culprit is most likely the power supply or memory.

Is this correct? I am pretty sure it?s not the OS because it did the same thing in W98 SE, prior to loading a fresh copy of W2K Pro.

How can I diagnose that it really is the PSU?
 
Sounds like the PSU I had a new 9 month old one that would do random shut downs,the only way to be sure is to change the PSU.
