PSU noise

Hard to say... maybe fan bearing noise?

The PSU has an ECO mode where the fan turns off at <20% load. Try enabling that, see if the noise disappears while idling.

only notice it when the fan is not running. Was playing a game for a few hours last night and never heard it. Sometimes it continues for a few seconds after the pc is shut off

Probably coil whine then. Apparently, the unit is prone to coil whine. It's just an annoying side effect, it doesn't indicate the unit is faulty. In some cases, it may be possible to RMA the unit anyway.
