PSU Noise - RMA?

I think my PSU is making this annoying noise. It is similar to the noise in this video (this isn't my PC, just a video a found with the same type of noise) http://www.youtube.com/watch?v=MQ3gpq9DGD0 skip to 50 seconds.

I disconnected all fans, HDs, swapped video cards. The noise is still there. It only happens when C1E and EIST are on and the CPU downclocks itself when idle. When playing a game, where the CPU is used, the noise goes away.

Should I RMA? It is a Corsair 450VX.
Also does anyone know how long Corsair takes with RMAs? Cross-shipping?
