PSU, motherboard, or what?, I dont get what's provoking this

This happens like once every two weeks on average after I turn my UPS on where that PC is connected, I can turn the PC on and game on it with no problem at all, its been happening about a year. The thing is I'm planning a gpu upgrade (R7 265 or r9 380) but I don't know if this issue might damage the upcoming gpu in the future.

The led of the cpu activity in the front, the blue led of the side fan cooler and the red led of the PSU (the latter cannot be seen in the video) start to flash when they receive electricity from my UPS.

"When they receive electricity from my UPS" ... Do you mean when the UPS switches to battery, or when you turn on the switch for the AC power? And by flash, do you mean turn on, turn on and then off, or repeatedly turn on then off, then on again, etc.?

It's normal for some LEDs to flash on briefly when AC power is applied. If you have no other obvious problems, I wouldn't worry about it too much.
 
The PC is connected to a backup outlet of my UPS, when I want to turn the PC on first I have to turn on the UPS, then is when sometimes the leds start to flash in an intermittent way, and by flash I meant repeatedly turn on then off, then on again, etc.
