PSU + Memory .....Need some Advice

My dad needs more ram and I giving mine away to him. Also my 350 watt power supply is unstable as it only runs at 3.12V on 3.3V rail and my system often crashes when gaming (also only has 12A on 12V rail!!!). I want to buy a power supply that will allow me to add a more powerful videocard in the future.

I've narrowed it down to this:

Patriot Dual Channel Kit 184-Pin 1GB(512MB x 2) DDR PC-3200 w/ XBL Technology - $225
This is based on BrainPower PCB and has Samsung TCCD 2-2-2-5 chips
OCZ PowerStream 420W Power Supply OCZ420ADJ - 420W - $93
Total: $318

OR

PDP SYSTEMS Memory Dual Channel Kit 184-Pin 1GB (512MBx2) DDR PC-3200, Model PDC1G3200LLK - $189
This doesn't have Samsung chips (will probably overclock less) and runs at 2-3-2-5
OCZ POWERSTREAM? 470W - $126
Total: $315

My current setup:

P4 C 2.6@3.06ghz
Abit IS7 (DDR voltage only goes up to 2.8V max)

So should i get better overclocking memory? OR a more powerful PSU? or the cheapest components from both options? I am hoping either PSU will increase my overclocking since I was already able to push the processor to 3.35ghz but it was unstable (again my old PSU only has 12A on 12V rail).

Should I consider other components?

That OCZ powersupply is a good one, so that should be plenty enough. Not sure how well those brands of ram would overclock. If you are gonna stay at the same overclocked speed, some kingmax pc3500 would probably work well.

I want to hit close to 3.4ghz with the new PSU. So that should put me close to 260FSB. I am not sure if I want to spend $35 extra on ram and run it 1:1 260FSB or just get the cheaper 2-3-2-5 ram and use ratio like 5:4. Hmm..i am starting to lean towards OCZ420 and the cheaper ram.

Any others?

Did you consider that if you buy a cheaper quality 300-350W PSU and cheap standard ram, you could possibly afford a bonafide 3.4GHz?

Well ... the cheap 1 gig of ram costs $155 - 160

Newegg has 2x512 CL2.5 Twinmos, Corsair Value, Mushkin Enhanced for $150-165 - which one of these would you get?

What kind of power supply can i get then?
Thermaltake 480 or something for $55?

If i get that instead of $189 2-3-2-5 memory and OCZ 420 for $93 that still saves me only $80. P4 3.4 costs like $250.

Sorry. I thought you were intending to buy a new CPU. You're trying to reach 3.4 with that 2.6?
