PSu Issue

Okay here the deal i have a 6800 in my computer with a 2800 xp barton, 512 ram, 120 gigs , and 2 drives and all of these is being power by the hp psu which has a total of 210 watts lol. So my question is if the less energy the card get the lower the fps in games cause i know people who get 100 in Counter strike and i get 40-60fps oh yea mentioning my computer run at 60c?
 
I would personally not trust a 6800 on a cheap power supply. I barely got my FX-53 and 9800 pro to run on my 300 watt super high efficiency PSU so I think it would be good if you got a new powersupply.
 
But viruszero what is the average fps you get in games? Of Course im getting a new one but i wanted to know if the PSU could be one of the reason why i get so low fps>?
