PSU Fried While Running, Put New One In, Has Power But Won't Boot

I just had a PSU fry while the computer was on. Heard a pop, computer turned off and there was a brief burning smell from the psu.

Put in a working PSU that I had and the computer will not boot. Everything seems to be getting power, all the lights and fans go on, but it will not even boot into bios.

The obvious thought is that the psu took something out with it, but I am not sure how to diagnosis it since everything seems to be getting power but nothing is happening.
