PSU fried motherboard?

I'm working on a computer that will not POST and the owner has tried installing a new PSU. So, looking near the motherboard's power connector I see three capacitators whose tops are cracked apart slightly and an orangish material is showing slightly. Dead motherboard?

Burst caps aren't a good thing. As for whether the PSU did it, probably more like bad capacitoritus.

a fwe mobo companies bought some bad caps and they just don't work for very long
