If I am not powering a video card could I get by with a good 400W PSU? Looking at 6 GB RAM maximum, SSD, 1 HDD and a CD ROM. Thanks...

You could "get by" with a 150W PSU. 400W can easily power that aaaaand a video card using one PCIe plug (GTS 450, Radeon 5770). BTW this is assuming it is a "good" PSU that can really put out what it claims. If you use a "crappy" PSU, then you'll barely be able to run it on a 580W.
