PSU Fan not spinning

I have an EVGA Supernova GS Power Supply, and although it's working to power the computer, the fan has not spun since I turned it on. Is this normal?
 
that's normal on the supernova GS during idle conditions. the fan won't turn on until the PSU hits ~25-35% load depending on model.

Idle/light tasks typically use under 100W (usually around ~60W idle) on modern computers.
