PSU Failed(?), Won't boot

Last night my computer shutdown, got a BSOD. So I tried to reboot, but it failed. I noticed that both fans in the PSU are not working. However, both the Case fan and the CPU fan ARE working. When powering up the system it POSTS, I get one red light, one beep.

I figure the PSU must be bad, am I correct? 😕
