PSU Dual Rails really worth it?

Currently running A8n-SLI Deluxe with a 3000+ on an Enermax 425 noisetaker with dual rails. Weird thing about this computer is when I tried to raise the vcore past 1.5 volts it would just stay that way according to Asus probe and cpu-z. And when I max it out at 1.65 volts, my cpu ran cooler which gives me the impression that the voltage is infact lower than 1.5 even though Cpu-z and Asus probe is still giving me a reading of 1.5 volts for the cpu. I'm wondering if this dual rail crap is not giving me enough voltage on the 12v rail for my cpu? And did I waisted my money?

The PSU only does what its told...sounds like you are not doing something right or you have mobo and/or software issues.
