Psu doa?

I just recently put my PC together.

- Cooler Master HAF912
- ASRock Extreme3 Z68
- 2500K w/212+ cooler
- 8GB G-Skill value 1333 RAM
- Rosewill HIVE 750W PSU
- 128GB Crucial M4 SSD
- Lite-On DVD burner

I assembled it, took extreme care to avoid any static discharge, and ran into no issues building it.

When I finally plugged the PSU in to the wall, flipped the switch, and pressed the power button to see if the PC worked, I got a single orange pulse, which quickly faded. Pressing the CMOS reset will get the same orange pulse that quickly fades. None of the fans spin up, nothing happens, just an orange pulse. I don't have any error codes on the mobo, the mobo speaker isn't beeping or anything, no signs of power anywhere except the orange pulse.

I've checked my connections, tried powering on with no RAM, one stick alone, the other stick alone, and get the same results regardless, just an orange pulse.

Is my PSU DOA or is my mobo DOA? I've followed plenty of troubleshooting guides, and they all point towards a DOA PSU, but I want to ask if anybody has any suggestions before I RMA it to Newegg.
