PSU Dead?? Need Help

My configuration: EPOX 9NPA+Ultra, Antec P150 Case, Antec Neo HE 430 Watt power supply, GeForce 7800 GT

Lately my computer has been randomly powering off. Now, when I go to turn on the computer, the fans start spinning including the one on the heatsink but then stops booting. The led on the motherboard has a code of "FF" and both the CPU and DIMM lights come on.

My chip has not been running hot or anything unusual. I also dusted out the computer.

Is this a case of a dead Power Supply?

If the Anwreck is over 3 years old (warranty) open it up and find vented, bulged Fuhjyyu capacitors under the wiring harness. Sometime a flashlight can be use to spot them through the intake grill. The PSU will have to be pulled for inspection.
