PSU burnt out DOA please help

Hi, i recently ordered a ENERMAX 550W ATX Power Supply EG651P-VE on ebay. When it arrived it already smelled of smoke and had black stuff on the fans. When I tried plugging it into the wall none of the fans would start up so I didnt know if it was working or not. Is there any way to know if this PSU works or should I return it?
 
If you don't understand that then it's not something you should try.

Frankly if it smells burned and has soot on the fans don't bother. Return it.
 
hmm does any1 know the lifetime on one of these things? Because it has been used for 2 years. Thanks

If you want to run the chance of a big bang from the PSU, then by all means start it up. If it has black stuff on the fans and smells burned, then it's not the best of ideas.

RMA it.
