PSU and UPS

Hi everyone, I've built a computer for office tasks and the odd session of SimCity 4 but I'm worried about the power supply (both PSU and my mains supply which is kind of unstable).

I'm thinking about the Vantec Ion 2 350W to replace the no-name PSU that came with my case. Will that be enough to power my configuration, or should I get the 460W model?

Configuration:

Pentium 4 2.4/533/Northwood
Intel D865PERL (865PE chipset)
1 GB DDR 333MHz (1x 1024, Kingston)
ATI Radeon X700Pro 256Mb
LG DVD-R, RW etc.
250GB Maxtor MaxLine II Plus (7200rpm, 8Mb)
Intel PCI 10/100/1000 ethernet card
SoundBlaster X-Fi ExtremeMusic (to be installed)
Microsoft USB keyboard and mouse.
C-Media USB phone handset

I'm also looking for a UPS for my system. Can anyone recommend APC? What model? (I have a 17" LCD monitor to attach to the UPS in addition to the above PC)

Reasonably priced and reliable PSUs: Fortron/Seasonic/Enermax/Antec recommend Enermax 430W EG465P-VE 45$ + shipping at directron.com
UPS APC Back UPS 650 about 80$ at Compusa - has coax/network cable protection also
