Question PSU and GPU fans spin even when system is off

With my Asus Prime z370-a II motherboard, if I shutdown the system the fan still spins on the PSU and the nvidia GPU installed. It happens to be hitched up to a power meter and is using 2watts when "off" which is not much. The same PSU doesn't have this problem when hitched to a Ryzen system.

I'm going to play with bios options but this is a weird problem I haven't encountered before. I suppose I could try a different PSU as well.

What PSU is it?

It might not be "Haswell Ready".
But he said that he had a GPU installed? Generally, a few +12V case fans, or a GPU, is enough of a +12V load that a non-Haswell-ready PSU won't have issues.

Unless today's NV GPUs have idle power THAT low, that it does cause issues. That would be pretty incredible.
