PSU affect on GPU CPU idle/ load Temp

No simple answer, it depends on the rest of your cooling system and the heat sources.

A near-silent PSU will run its fans as little as possible, only enough to keep itself cool. So
- if you have a PSU with loud fans that are always on, the quiet PSU will cool a lot less
- if you move from one quiet PSU to another there will be little change.

But: if the CPU and GPU are currently having their heat removed by something else like a 120cm exhaust fan that's closer than the PSU, even a big change in PSU fan speed might make no difference.
