I'm scanning on a Nikon slide scanner and when I scan to 12bit (per channel), saved as .tif files and then open them in Photoshop 6, I can't use the photoshop tools and most of the plugins, only the adjustment sliders etc. Photoshop recognizes these files as 16bit but says that I must convert them to 8bit first. Only when I scan in 8bit (per channel) can I get the full photoshop functionality. Whats up with this?

How do I convert 12bit files to 8bit?

Also, when I open the tiff files in Photoshop 6 I can't save them to .jpg format. Do I need a special program to convert from .tif to jpg?

No, it's just the color tables are incompatible with jpeg. Go to the image menu, select mode, and the rest is pretty obvious.
