As in the highest rank you can on the PSAT, National Merit Scholar. I think it's like 0.65% of everyone who takes it gets that. Anyone know what the cut-off score for that was in 2002?

no i'm talkin about the real elite one. not national merit semi-finalist or finalist. the final level: National Merit Scholar. the one where they give you a $2000 scholarship and colleges will give you way more

I think it depends on the quality of the essays and qualifications that you have to turn in if you're a semi-finalist...

Winner Selection
"A variety of information is available for NMSC selectors to evaluate?the Finalist's academic record, information about the school's curricula and grading system, two sets of test scores, school recommendation, information about the student's activities and leadership, and the Finalist's own essay. All winners of Merit Scholarship® awards (Merit Scholar® designees) will be chosen from the Finalist group, based on their abilities, skills, and accomplishments."

Wow, Baboon, you're really living up to your name. Scores determine semi-finalist standing only, the scholar portion is dependent many factors. Understand it finally?
