Has anyone seen this guy? He is old and from Alaska. What do you expect him to really know about the internet? Poor dude probably is just getting used to using a touch tone phone. His explaination wasn't too far from the truth. At least he gets the concept anyway. Why is he the chair on this committee I'll never know.

A highway of cars and police officers with built in mechanisms to avoid collisions. It's still a tube, but there are people (algorithyms) in place to tell you when to go.

also known as carrier sense mulitple access with collision avoidance.
