What is Chain Off 2004?

During Chain Off 2004 we ask caretakers of chained dogs and penned dogs to take them off chains/out of pens for JUST ONE DAY! We hope from this day on the dogs are seen with new eyes.

I must need to get some sleep, or a mental health checkup. I kept reading "jerk off". 😀

OTOH, some dogs should be kept chained, or put to sleep. I hate pit bulls with a passion. 😛
