It has been reported to me that it was due to a fiber optic line being cut, but 9-1-1 is down completely in San Marcos and surrounding area, portions of Hays County or more. If someone has an emergency, they need to call their police departments normal phone line.
Also all cell phone providers with the exception of Sprint PCS and T-Mobile are experiencing problems as well.

I think it would be more beneficial to report the cell service that is affected.

Updates?

It appears that all repairs were made ~2000 yesterday. I found out later they had the a news bulletin about this all over the news and radio. The cause, as per the news, was that a company was drilling along I-35 and a worker was attacked by bees. As he was fleeing, he hit the controls for the machine to drill and it kept drilling deeper, resulting in the cut in the fiber optic lines.
