PS3 Video problem? Scrolling greenish Hue?

Hello,
I have a PS3 connected to my Toshiba 36" 1080i Hi-Def TV with component cables. I am able to run the PS3 at 480P and 1080I. The problem is that when I am playing a game or at the PS3 startup dashboard there is a slowly scrolling greenish block that runs up the TV image, followed by a "normal" block, followed by the greenish block. I have doubled checked the cables and I am at a loss as to why this happens.

I would assume that it is a interlaced problem, since it appears to be scrolling up the tv screen... but does anyone have any insight?

Do you have any other devices with component out which you can use to test the TV? I'm pretty sure it's not an issue with the deinterlacer since interlaced fields don't "scroll".
