PS3 user account management is garbage

I decided to create a separate account for my little daughter, so that she could have her own theme, and only be able to play games for her age: Flower, Frogger, Digger, etc.

Ok, on to the PS3.
Create new account.
- All right.
Set theme.
- Fine.
Set parental controls.
- Wait, what it this? Levels 0-11? Huh? After several attempts I figured out that level 3 will allow her to play E-rated games.

Ok, I am done. Now to disable all the system settings menu, so that she can't accidentally mess up the system.
- Wait, where is it? It doesn't exist! Sony, you suck!

Back to my account. What is this garbage? My account also has parental controls set now! Sony, you suck miserably.

Everything other than themes and local saves is changed system-wide, and there's no way to make and Administrator/User accounts or password-protect them.

That's worse than anything I've seen in a long time.

Sony, this is epic fail.

I mean, it's a console, not a full fledged OS- what can you do? While I agree, that does seem a little odd that you can't set parental controls for a specific account, because I was pretty damn sure as long as you had the head account you could set it different for sub accounts. Disabling the settings menu isn't necessarily a good thing either, I mean, just tell her not to mess with it I suppose.
