1)Do games you download in the background actively download when you're playing a game or watching a movie? Everything I find online says no, but lately they seem like they have been...but they didnt use to, so im confused lol.

2)When purchasing a game or content from PSN, can i just buy stuff with a credit card or do i have to go add funds with the card and then buy stuff?

Yes you can play games and watch movies while downloading stuff. You add funds to your wallet but it's not like you have to buy a set amount of stupid points. Add as much money as you want to your wallet. Buy a game and it'll add exactly what you need to your wallet to buy the game.

Oh ok, so i can just buy it outright and it'll add exactly what i need or add a set amount also?
 
It will add just as much as you need, if you buy something for 11.99 you will only get 11.99 worth of points, unless you ask to add more.
