Is there anything like Xbox LIVE Policy and Enforcement? Where they patrol Xbox Live for people that are breaking the rules and/or offending people?
 
PS3 isnt as bad as the 360 with the little kids but at the same time sony doesnt give a shit about what happens online, MS apparently doesnt either as I have reported ppl for racial hate messages sent to me.

On XBL if you get to 100% avoided, you get banned. I had this happen to an account when I was playing GoW. Apparently, hosting 19 round games, having a friend join, and beastmoding everyone gets you avoided.

You can mute the whole world if you want. Turn off voice. That's what I do, I only use my headset when gaming with friends.
