if i buy a game on the playstation network, will the game be saved under my account (be able to re-download without paying again) if the game is accidentally deleted or the hd was formatted?
 
yes you may download it again, sony states that you can actually download content you purchased on up to five systems that you own. I think Warhawk (full game) is the only exception to this.
