PS3 controller late reaction or the game itself?

im playing GTA 4 and to change weapons you have to press the Right or Left on the D-Pad. whenever i change to a GUN , it takes a second or two ( which is pretty long ) before it changes the weapon. this gets me killed when im trying to rush. however , when i change to a melee weapon, like a knife or my hands, it acts at fast speed

Try another game and see if it still happens.
