PS2 Question: Some CD-Based Games play louder than others?

Maximo, and a jak and daxter demo cd I've got , play a lot louder than other cd-based games, like midnight club. All the dvd games and movies I've tried have been quiet. Is this normal, or is my ps2 on its way out?
 
Might depend on how well the CD was manufactured...if there is a slight wobble due to the label being attached, or if that center hole was not machined out that well, I have found that to cause alot of noise in regards to my computer's DVD drive...certain discs are quiet while others are loud.
