Was hoping to build a new computer whenever hardware is available. Want to start looking for parts and going from scratch.

Was looking at a high end CPU like 16 core TR AMD or 20 Core Intel...

Single High End graphics card... AMD or Nvidia.

Probably all be water cooled, and only a few hard drives running.

I was thinking of this one?

Seasonic 750W 80 PLUS Titanium ATX12V Power Supply with Active PFC F3 (SSR-750TD)

Amazon has it on sale for 150... I am trying to get the MOST effient, 375 would be half load and according to Seasonic, it should be 94% effient at that load right? So, should meet my needs if mostly at 90% of the time the PC stays under that load.

Is there any other Power Supply that is even more effient than this one?

Titanium is the highest efficiency rating right now. You can't go wrong with any Seasonic PRIME, and with a large budget, the PRIME Titanium is a pretty obvious choice - go for it :). However if you don't expect your system to use more than 350W in typical load, buy the 650W version

Thanks for the reply! At least I know what PS I'm going to get! But the 650 is 20 bucks cheaper, and Amazon has the 20 dollars off the 750, so it's the same price. Might as well get the higher wattage. 650 has no rebate.
