PS problem? Computer has trouble turning on.

My friend's computer has a wierd problem when trying to turn it on. The power button seems to almost never work when trying to turn it on. The only real way to get it to turn on is to flip the switch on the power supply until it finally turns itself on. The computer works fine as soon as it is powered up. I am thinking that it is a problem with either the motherboard or the power supply, with most of my suspicion going towards the power supply. Does anyone else know what might be wrong?
 
Could it be a wiring problem in the case? When you say that "it finally turns itself on" after you turn on the power supply, do you mean there is a delay after you turn on the ps and the computer powering up?
 
When I say "it finally turns itself on" I mean that you can flip the switch on the back of the power supply and the computer will power up. This is a regular ATX motherboard and PS and that is not how the computer should turn on. This method does not always work and after flipping the power switch on the back of the PS you can sometimes get the front power switch to turn on the PC.
