Proxy server: Connection Timed Out (firefox)

I've never been able to connect through an outside (working) anonymous Russian server with either FF or Waterfox, I always get a connection timed out and it won't let me load any websites. What is the secret to getting it work? The tutorials just tell me to fill in the information under manual proxy settings, and it should magically work.

I'm currently not hooked up to a router, and windows firewall is set to allow waterfox. I have no idea...
 
Most free, anonymous proxy servers don't work.

If you constantly need to visit websites with restrictions in other countries, you need VPN.
