Proxy Randomizer?

I was told that using a proxy randomizer is a good way to get around a school filter, simply because my schools filter blocks things like youtube.com, and small stuff like that, as well as a lot of the good torrent websites. Can anyone explain what a proxy randomizer is, and if that will do what I want it to?
 
Not a good idea. That filter is in place for a reason and all attempts to circumvent it will be logged.
